Executive summary


Davita Vance-Cooks has more than 10 years in the Federal Government and served as the Agency Director/CEO, a political appointee, for the Government Publishing Office (GPO), a Legislative fee-based agency that produces information products and secure credentials.


In addition, while at the GPO, she served as Chief of Staff, Managing Director of Publication Information and Sales, and Deputy Managing Director of Customer Service, Print Procurement. Her private sector work experience included senior executive positions in operations management in the health insurance industry, which included Aetna, NYLCare, Blue Cross Blue Shield organizations, and start-up companies.


Her areas of functional expertise are organizational transformation, change management, business process re-engineering, public/private partnerships, and program management. As the Agency Director/CEO for the GPO, she led the organizational transformation of the agency from a print-centric manufacturing facility to a content-centric publishing operation. This transformation initiative was formally recognized by Congress and legislation was passed to re-designate the agency name from the Government Printing Office to the Government Publishing Office.


Prior to the agency name re-designation, the head of the GPO was known as the Public Printer of the United States. Upon her confirmation by the US Senate, Davita Vance-Cooks became the 27th Public Printer of the United States and was the first woman and first African-American to hold this position. After the agency name change, the head of the agency became the Agency Director.


Her Grant Thornton client work includes change management and business process reengineering for the IRS Office of Chief Procurement ;Department of State: U. S. Department of Treasury, Bureau of Fiscal Service; Department of Labor OCFO; Treasury Executive Office of Asset Forfeiture (TEOAF); and AmeriCorps. She received her MBA from Columbia University and a BS from Tufts University. She has the CSSGB and SAFe 4 Scrum Master certifications. She was twice named by FedScoop as the one of the DC Top 50 Women in Tech.
