Steve Carter is a leader in the State and Local Tax (SALT) and Credits and Incentives practices. Carter has more than 19 years of experience working in SALT, with 14 years in the credits and incentives area. Prior to joining Grant Thornton, Carter was the Midwest region leader in the credits and incentives practice of PricewaterhouseCoopers. At PwC, Carter oversaw the Central region while he was based in Dallas. Carter specializes in federal, state and local credits and incentives, and economic development consulting for both public and private companies. He has extensive experience in a majority of the states with structuring and negotiating credits and incentives packages. Carter also focuses on providing multistate tax credit reviews, tax burden analysis, economic and fiscal impact analysis, and federal New Markets Tax Credit consulting to his clients.
